More than six months after voters approved a referendum approving construction of a library and two resolutions approving construction (with a few caveats), the Common Council approved construction of a new library - really.
The council's approval came following a joint meeting with the Library Board on May 13.
Members heard a review of the process leading up to selection of the site and basic design of the library from the firm that conducted the study.
The reservations of council members dissipated once it was explained that the plan represented a "proof of concept" and that the public and council members would have ample opportunities to weigh in on the design and features of the library after an architectural firm had been selected.
Alders had suggested including additional space for other departments or programs, but were told that doing so would require another referendum. Only the provision recommending a sustainable design was included in the final resolution.
The council had previously approved two resolutions indicating its support of constructing a library, with some conditions, such as ways to reduce operating costs.
"There's no reason to revisit the topic," said Mayor Jay Allen. Marykay Zimbrick with the Library Board encouraged alders to attend or watch meetings so information didn't have to be repeated.
Work on the library proposal began more than six years ago. Throughout the process, several alders indicated they were uncomfortable with not knowing exactly what had transpired.
Library supporters were discouraged by what they viewed as the council's waffling. Several additional joint meetings are scheduled. Phil Sveum, treasurer of the board, said the library would still probably benefit from lower bids associated with the downturn in construction. The tentative completion date is early in 2011.
